Circa 1930, a group of Chinese basketball and volleyball enthusiasts got together to form Penang Amateur Basketball and Volleyball Association. The main objective of the association was to promote and develop the sports of basketball and volleyball in the state. In addition to organizing intra-state tournaments, the association also selected, formed and trained Penang state basketball and volleyball teams to participate in national championships annually. Over the years, the association had nurtured and produced numerous basketball and volleyball officials and quality, high standard players. Under the untiring and selfless effort and contribution of the predecessors, the development of the basketball and volleyball sports in the state had been on track, except during World War II when all local sports activities had come to a halt.
In 1997, in order to adapt to the development of sports, the Penang Basketball and Volleyball Association split into two independent sporting bodies: Penang Basketball Association (PBA) and Penang Volleyball Association.

The Penang Basketball Association organizes various intra-state tournaments such as U16 Tournament, U18 Tournament, Penang Open Tournament, Province Wellesley Cup Tournament, 3 on 3 streetball, etc., each year in order to complement the programs and activities of the Malaysia Basketball Association (MABA). Potential players are selected from the former three tournaments to be trained into state basketball teams to participate in the national championships.
At present, the Penang Basketball Association has four district branches, namely the Seberang Utara Branch, the Seberang Tengah Branch, the Seberang Selatan Branch, and the Barat Daya Branch.
